moscow and seoul leapfrogged tokyo to become the world's most expensive cities, a survey by mercer human resource consulting showed. tokyo, which ranked first in the past two years, dropped to third place.

moscow jumped to first place this year from fourth in 2005 as the costs of accommodation surged. seoul rose to second from fifth. new york was the highest-placed u.s. city, rising three places to 10th.
